Younger son of Francis Aspinall Philips, proprietor and resident of Abbey Cwmhir Hall from 1859 until his death in 1886. He was a justice of the peace, deputy lieutenant and High Sheriff of Radnorshire.

The later legal descent of the complete manor after 1886 is not securely established from the accessible public sources.
