Biography
Francis Manners was the younger brother of Edward Manners, 3rd Earl of Rutland, and uncle of Elizabeth Manners. In 1616 he petitioned James VI and I for recognition of the Ros dignity, arguing that the barony belonged with the Rutland succession. The King permitted William Cecil to retain the barony during his life but recognised Francis as Lord Ros of Hamlake and his son and heir. When William died childless in 1618, Francis succeeded to the Ros barony.
